Technical Experts Unit and site visits 

 

For issuing all building permissions, there is a need for site visit from technical experts in architecture and urban planning department. This visit is an important step for granting any permission or certificate to citizens and is important for several aspects.

 

 

 

1. Non-formal organizational relations

 

One of the main reasons that visits have became a problem in many municipalities, is the direct contact between visitors and owners. Since technical experts have complete information about the lands and are aware of many future plans, it gives to technical experts some special powers that might increase the possibility of corruption in the system.

 

 

2.  Non-Comprehensive data collection forms

 

Because of lack of suitable and comprehensive forms, there should be several visits to collect necessary information instead of only one. Also because the reports are not formated and specific fields are not specified, the process of these information also would take a lot of time.

 

 

3. Other departments don't rely on reports from urban planning department

 

May be because of problems in data collection or because of no coordination between departments, they don't rely on reports from site visits of other departments and they prefer to have a separate site visit. The related costs for these visits sometime are much higher than the income which is expected to be earned from this process. As an example visitors costs from income department sometime is much higher than total tax and renovation costs that will be resulted of these visits. 

 

 

4. Waiting queues for site visit

 

The process of visits in many municipalities starts with owner request, after that visit will be scheduled. Because of so many requests, most of the times some delays happen and because there should be coordination between site visitor and owner, it requires a re-schedule and re-submission of a site visit by owner. It takes a lot of time and wastes so many times in the waiting queue for a simple site visit. Considering several site visits, you can imagine the hassle behind this process for citizens.
