File Creation Unit This unit has a very important role in "Urban Planning and Architecture" department. This unit, registers citizens request and depending on type of request, location of property and the location special criteria , asks for documents from the owner. Common problems in this unit are: 1. Inadequate knowledge to guide and give consultation to citizens: - Most of the staff at this position does not have all necessary information about all rules and regulations.
- The people have to ask their questions from other staff that reduces their performance in their own jobs and causes confusing for citizens
2. Another problem is no classification for requests. There are many different request which is submitted through this unit. Requests such as: request for building permit, permit for destruction or renovation, building development permit, major maintenances permit, request for changing the land use. each of these requests requires special documents that because of no classification, there are always missing items and file creation faces some troubles for citizens and the responsible unit. 3. Information property and owner is not completed. Because there is no comprehensive form for receiving information, there are always some missing items that requires further requests which makes the process of jobs lengthy in different departments.
