It is an interactive GIS based environment that lets modeling all urban entities in form of a virtual reality and providing services using this graphical 3D model. This environment is not just a simple graphical 3D view or just a simulation of the real city and is based on detail information which comes from various responsible sources and has a live and changing nature

• Safa Virtual City is an e-municipality system which is a GIS based solution and independent from its GIS engine.
• It follows open GIS standard, hence, can communicate with any GIS engine and its own engine can be any GIS engine such as Autodesk map, ESRI arc products, …
• It is not dependent on Database and can communicate again with any existing database as its main database engine.
• It is a multi platform solution and can work under any OS or hardware.
• Safa Virtual City is a multi-language solution.
• It has a multilayer architecture which covers security issues, facilitates easy program generation, and has added flexibility to the solution for its customization and maintenance

This will be a gateway for delivery of all urban services to citizens that looks more user friendly and can attract more people which is counted as a success index for such projects.
