Objectives

In attempt to expand its solution and services to region, Safa Rayaneh seeks to reach the following objectives:

 

  • Implementing SARA Virtual City in major cities, to help them move towards e-Government and converge governmental and private urban service providers, in accordance with government's IT policies and objectives
  • Turning the SARA Virtual City to a well-known brand; a multi-lingual, customizable and ready-to-export solution as an eastern technology, taking into account big budgets in recent years for e-Government project in the region, such as 800M USD in Saudi Arabia put 150 services online by 2010
  • Making e-Government services publicly accessible for citizens of any adopting country
  • Cooperating with governments to create an encouraging environment in order to stimulate a knowledge-based community. We are ready to cooperate with any governmental or private organization to hit this target, which is also a key part of any all-inclusive e-Government system. We will provide people with different ways and devices to interact with government, in order to receiving urban services and give feedback, through a solid technological solution
  • Providing value-added services for the cities which mainly have or can potentially benefit from a rich tourism-based economy

Expectation

Our expectations from our future partners are:

 

  • Facilitating relationship between government and Safa Rayaneh
  • Having at least one implementation in the country, as a successful example of the solution's flexibility, customizability and usability
  • Having support to make the governmental culture ready to adopt the solution and to encourage citizens to use its services
  • Getting supported by government in marketing the solution in the region, because of the need of G2G relationships in exporting e-Government solutions

Major Benefits

A list of benefits of the system can be categorized as follows, although a focused study is required for adopting country, in order to determine the local effect on performance of existing systems in use. (A demo clip is also provided, in order to demonstrate the "before" and "after" status in a sample environment):

 

  • Government-wide urban planning and information management - Main objective of designers of SARA Virtual City has been finding the most critical points in all governmental bodies for the purpose of cost reduction and paving the road toward connecting all of bodies into a unique data center. In case of SARA's implementation in Iran, and based on official studies, Over 70% of all base data created by each urban service provider is related to property information. This is the root of many incompatibilities and main reason for unnecessarily repeated activities. SARA Virtual City is basically designed as a property management system that enables the urban service providers to benefit from the common and shared data and to move their systems toward a connected structure of a powerful e-Government.
  • Public access - One of the main points of focus of e-Government solutions is maximizing number of users. There are many programs to increase computer-literate people or increase penetration rate of internet users in order to link the people with e-Government services. In this regard, we have tried to leverage the power of different user-friendly interfaces, as well as some hardware devices to make a wide interaction with public.

Results

Implementing SARA Virtual City, using its data center plan will result in the following:

 

  • Benefiting from a 3D virtual environment, which visualizes actual appearance of city, in place of traditional forms and flat maps
  • Providing transparency in functionality of governmental and non-governmental parties in public works, and therefore helping in reducing corruption
  • Benefiting from the most recent and proven technologies for transmitting data and keeping it up to date
  • Reducing activities needed for collecting, processing and updating data center, in municipalities, as main source of property data
  • Eliminating human resources needed to perform activities mentioned above, in all governmental bodies which are using the shared base property data that is originally created by municipalities
  • Reducing data volume, and as a result cost of hardware, storage and related resources by %70+ in urban service provider organizations which join the shared data pool
  • Canalizing data registration and applying data ownership and security for participants in data center
  • Increasing accuracy of property data and avoiding redundancy in different public works organizations
  • Availability of continuously updated data, instead of periodically collected data, which is carried out annually or less frequently and in some cases twice a decade
  • Unification of application of laws and regulations and reduction in corruption, using a special component for defining rules
