Creating,
planning, delivering, managing and evaluating urban services, as well as
coordinating them among various participant organizations are an overwhelming
job. All these activities take place in different organizations with, traditionally,
none or poor information exchange, internally and externally. Lack of on-time, relevant

misinterpretation, which subsequently cause "cost overrun" and "demand
