City, as a complex and dynamic system, creates and provides services not only to citizens, but also to its own organizations. In today's fast-growing service world, number and variety of consumers and delivery channels are proliferating in mind-boggling speed. Therefore, creating, planning, delivering, managing and evaluating urban services as well as coordinating them among various organizations is getting more and more overwhelming.
SARA is a response to this need. Basically, SARA is an integrated urban planning software system to handle all activities in municipalities. But, it doesn't stop there. In its newest version (SARA 7.0) it not only has established a solid infrastructure to gather and deliver all urban services from on place, aside from their physical or logical locations, providing a new pathway toward e-Government, but also it did it in a 3D virtual world; a world which encompasses thousands of known services and has a potential to embrace millions of undiscovered ones. Overview SARA is a GIS-based core system which is originally developed to consolidate all urban related activities  in municipalities. It covers major part of a municipality's mission, acting on three layers of information which is required for urban policy makers, executive managers and citizens. SARA has been gradually turned into a state of the art e-Government solution that fulfills in virtual city. Its unique architecture, openGIS standard and exceptional components for system development and maintenance minimize the total cost of ownership and maximize flexibility. These components are listed under "Supplementary features and tools".According to studies more than 70% of citizens' inquiries from governmental body is related to urban services. On the other hand, more than 80% of data created on different applications serving urban management in different areas is location-centric data directly related to properties, which can be created once, if all urban service providers share same base data in a central data center. Using SARA in order to converge all urban IT services into one place can reduce duplication of data across organizations, which consists more than 50% of total data created in this regard, eliminating inconsistency and need for data synchronization and frequent information inquiries and confirmation requests. Data ownership is another key issue which is taken into account in SARA's multi-info-layer architecture.  SARA 7.0 is a multiplatform, multi-language solution which strongly supports m-Government. It is formed upon a robust multi-layer security, and using SAFA Object Data Access Layer (SODAL), as a multi-layer database access framework, does not get tied itself to any particular database.Effective use of new, advanced and easy-to-use third-party tools, such as Google SketchUp and Google Earth, SARA 7.0 pushes the data extracted from database into a 3D world where users can visualize their old-fashioned, flat data like a replica of real physical city.
Safa Rayaneh, with its domain knowledge and experience implementing SARA during last decade, considers all necessities to maintain cultural bases with oriented training for different organizational levels. It has a step by step method to guarantee success of implementation projects. SARA has been implemented and being used in 19 municipalities in Iran, covering 1,500 square km and serving overall population of 14 million.
