e-municipality and e-organizations. Brought to you in Malaysia by MSCMS
and Safa Rayaneh MSC
Virtual City brings all governmental and private urban
service providers to share same base information and map and add their own
layer on top of it. This key feature reduces the total cost of creation
and maintenance of data, increases speed and coordination of both
internal and cross-organizational procedures, finally leveraging
accessibility and usability of services to citizens. It also attracts
more citizens to use its services by providing those services through a
single portal It also provides location based information that is
more compatible with public common sense, hence it is expected to increase
penetration rate of using the provided on-line services.

and information management - Main objective of designers of SARA Virtual
City has been finding the most critical points in all governmental bodies
for the purpose of cost reduction and paving the road toward connecting
all of bodies into a unique data center. In case of SARA's implementation
in Iran, and based on official studies, Over 80% of all base data created
by each urban service provider is related to property information. This is
the root of many incompatibilities and main reason for unnecessarily
repeated activities. SARA Virtual City is basically designed as a property
management system that enables the urban service providers to benefit from
the common and shared data and to move their systems toward a connected
structure of a powerful e-Government.

- Reducing activities needed for
collecting, processing and updating data center, in municipalities, as
main source of property data

needed to perform activities mentioned above, in all governmental bodies
which are using the shared base property data that is originally created
by municipalities
- Reducing data volume, and as a
result cost of hardware, storage and related resources by %80+ in urban
service provider organizations which join the shared data pool

and applying data ownership and security for participants in data center

data and avoiding redundancy in different public works organizations

the dawn of the third millennium, the city profile began changing
challenged by the great socio-economic transitions imposed by the
technological revolution and globalization. This has been realized so
clearly in the spread of Information & Communication modern
technologies such as the internet. The vast developments in this field
deeply affected the method of global
communication. This also caused appearance of new economic modes such
as the 'knowledge-based economy' which relies on concepts of production
and exchange of knowledge as a major economic product. It is attributed
to the potentials of competitive characteristic of knowledge-based
economy on cities that 65 of them around the Globe declared their
adopting urban development programs that depend on knowledge- based
economy, aiming to be transferred into "knowledge cities".
A
knowledge city is the one that depends on Knowledge-Based Economy and
possesses advanced means for facilitating knowledge to its citizens,
who should be linked to the cities through communication and
information technology; the one that provides a wide range of public
libraries and educational, cultural and social facilities guided by a
central strategy of education; and it is the city that respects the
